Its a language pack issue. I support both english and japanese users and I see this whenever I open a japanese user's mailbox on a machine that doesn't have the east asian character sets.
Make sure you have the correct locales loading in Exchange and that each client has the appropriate language packs on their OS. One careful note, it's possible have the ??? written back to the Exchange IS so that even a user with the correct language sees only ???
