Never unless it's necessary.  The online maintenance that Exchange does keep
the database in good shape, and whether you do an offline defrag and reduce
the size of the PRIV file to its true size with no whitespace *or* do an
online defrag automatically every night and keep the larger PRIV file with
whitespace, the store will grow as new messages are added.  

It's unnecessary downtime to fix a problem that doesn't exist.
