Actually SMTP would probably be a better option, though you could probably make X.400 work, because X.400 is difficult to configure as an external connector. You'd need an Internet Mail Service on a separate box in each of the two organizations. In the abc.com site, the new IMS would have only 123.com as an address space, and would configured to use the 123.com IMS as its smart host. And vice-versa for 123.com's new IMS.
