Try blowing away the OST. If that doesn’t work, try removing the mail profile using the Mail applet in Control panel.

To test mailbox move to exchange 2013, on prem, I moved my mailbox this morning to Exchange 2013, since then Outlook 2013 will not open/connect to the mailbox.
