If you haven’t updated your autodiscover or SRV records, then this is exactly the behavior I would expect to see.

To test mailbox move to exchange 2013, on prem, I moved my mailbox this morning to Exchange 2013, since then Outlook 2013 will not open/connect to the mailbox.
