Going to have to play with the rule a bit.
The Executives still want to work with this person but they emails that are 
being sent do not need to go to the board.
Some are quiet vulgar.
So I think the redirect but rule is my best bet.  Just have to get it tweaked.

I'd like to throw out that if you're using an anti-spam solution, that I'd 
block it or quarantine there if possible rather than with a transport rule, 
though that likely wouldn't work for redirecting.

Create a Contact with the email address, make a transport rule to either delete 
or redirect.

I need to block one sender from getting email to my board.
I am thinking a Hub transport rule on my Exchange 2010 Hub servers.
Catch it before it gets sent to the recipients.(Board Members.)
And either send it to the Executive Secretary or just trash it?
How would I accomplish this?
