An org admin should be able to do anything, unless you've reduced their privileges using "write scope". Does doing this from EMS with -Verbose provide any additional information? Can they see the move request from EMS? I have three minions who have limited rights to do certain thigns as well. One thing that bugs me is that if one of them starts a mailbox move only he or myself can clear the completed move request. They have both "Exchange Organization Administrator" and "Exchange Recipient Administrator" rights.
