This has not been my experience. We're on the same version of Exchange, and giving staff with O2013 Full Access permission does make the mailbox show up in the lefthand pane - but sometimes it takes a restart of Outlook for it to happen.
But, we certainly aren't trying to share mailboxes with that many folders. Sorry I don't have more for you on this.
