Here's a link that gives you your NT CAL licensing options.  I'm assuming you're asking about the NT CALs.  Exchange are a little easier, just one per user.  Basically you can allocate them either per seat or per server.  If you have them assigned as per seat you can get away with 25 licenses for 20 users assuming each user only has one computer and you won't be getting more then 5 more computers before you buy more CALs.  Buying 2000 CALs work as NT 4.0 CALs but of course you have to upgrade your 4.0 CALs to 2000.  Don't you just love Microsoft licensing.....
