You can set limits for ingoing and outgoing mail messages in each mailbox.
(Exchange
Administrator->Root->Site->Configuration->Servers->SERVERNAME->Private
Information Store->Mailboxes). This is a bit of a pain when first setting
everything up, because you have to do it individually for each mailbox,
but it has the advantage of not needing to know what message transfer
agent is going to be used.
