Nevermind. Since I still have some 2003 mailbox servers out there with replicas on there it appears I could still use the 2003 ESM to add the 2007 server as a replica.

In 2003 I could add or remove a replica server to a folder and have that setting also apply to all of it subfolders in the GUI.
