The Verbose text says that its a "Local Policy Violation" in relation to the the "MAIL FROM command", which tells me that they have a policy (perhaps anti-spam related) that did not like who the message was coming FROM (aka your user). You may have triggered something in the recipients spam filter directly, or you may be on a black list (DNSBL). DNSBL rejections are typically more specific about which DNSBL provider list rejected you - but they don't have to. In any event, someone from your org needs to talk to someone from the recipients org and find out exactly why you are being rejected.
