We recently built a lab to mock our production environment.  For some reason, 
the Hub Transport server does not appear to be talking to Active Directory.  If 
I send an email from the mailbox server, it just hangs in the Hub Transport 
Queue.  Event Viewer shows....

any Hub Transport servers in the local Active Directory site.  The servers may

Verified the local disks are not low on storage.
Made sure no Firewall filtering is taking place for network data or blocking 
RPC.
Exchange is not in a perimeter network.
Rebooted the Domain Controller, Hub Transport and Mailbox servers.
Verified Microsoft Exchange AD Services and Transport Services are running.

Has anybody else ran across this problem?
