I'd have to say it completely depends on your environment and how your company uses email. Some attempt to use email as a file transfer system or a filing system - others simply can't be bothered managing their mailboxes. We currently start at a default of 100meg and increase based on need (of course at times need is defined as "listen, I'm a VP and you are a peon - just do it!").
