No chance they have a rule set? Have you done message tracking on one of the messages to see if t says it got delivered to the user?

Any ideas on where and how to begin to troubleshoot this would be greatly appreciated ? I really would like to refrain from having to send "test" e-mails to all staff in hopes of resolving this, but at this point, I'd really like to get to the bottom of the issue.
