I have a ginormous DL here that I support for the "All Staff" list, oh, my
the issues with it. 1500 mailboxes, combined through department, group then
units. A single user could 15 layers deep. We have recently locked down our
lists to only accept from specific groups, too much of the "me too"
responses flooding the group.

   1. Verify that the user's mailbox can accept the message, ie are they
   over Receive limit. Do they receive individual messages from the sending
   mailbox?
   2. Junk mail filtering is also a good one for this. I've seen people
   'accidentally' put co-workers on the blocked-senders list.
   3. Make sure group that his mailbox belongs to doesn't have receive
   restrictions. "Accepts messages only from:" - actually wrote a script to
   recurse through the nested permissions on our DLs.
   4. Make sure the mailbox doesn't have limits on who it can accept from.
   5. Corrupted rule - run outlook with a cleanrules, close Outlook and
   watch if the broadcast comes in via OWA.
   6. Auto-forward on server or mailbox. It's all in their personal Gmail
   account.
