A change to the Affero GPL would mean that an ISP or university could not
maintain custom patches which they support themselves, while providing service
to their customers/users.  Those patches tend to make their way back to us
eventually, but it would not be a good fit for our existing community.

Furthermore, this project does not use copyright assignment, so there is no
practical way to relicense.

It's unclear from this message exactly what is happening, but a quick glance
suggests that https://www.spamexperts.com/ is a SaaS provider and from you I
infer that they're using Exim.  This is little different from an ISP providing
a mail-service based around Exim, so I know that (if I have interpreted the
situation correctly, then) this use-case has been considered since the earliest
days of Exim and found acceptable.
