You are running health-checks single-threaded, so frequently that a full cycle
does not complete when each takes 200ms? OK.
On inspecting the code, I think you identified the wrong call to poll_on_fd(),
and actually the in smtp_quit_handler() is in question. Assuming that, the
effect would only be visible on non-TLS connections.
