And the server does that.  It waits a bit first, in the hope of getting the
client to hold the resource needed for a "closed" TCP connection rather than
server server having to.  This is preferable since a server is probably
handling a greater rate of connections than a client.  The RFC does not
specify any time-constraint on the connection closure beyond "after".
