Then you should get your provider to fix your reverse DNS.

Many ToS are more restrictive, even port-specific.

In some jurisdictions Governmental regulations force it so,
and registration/licensing as an ISP or ASP is required. Audit and reporting, even.

Would all those who wish to run an MTA on 'broadband', static IP or otherwise, kindly read their own ToS first?

Exim list is about how best to do the 'technically possible', with a practiced eye toward RFC's.

'Legally permissable' is two doors down the hall, and is not a technical issue.
