It all depends on the availability of the receiving servers, the speed of their connections, whether or not they rate limit, the speed of your connection, etc.

You may have a look at DadaMail (http://mojo.skazat.com/), which is a nice software ( it's free ). It 's a cgi script that has multiple options for sending mails to a large number of users of a mailing list.
