Sometimes, Exim doesn't even know what the error was. The typical case is when a host goes down and stays down for several days until it times out. After this, Exim will bounce messages without trying until the next retry time passes. Also, there is the situation where a message is routed to more than one host. Suppose they all fail, but with different errors...
