Not aware of such a limit.  If you really think that's what happening you 
could try 2 shorter ACL statements e.g:

  deny
    dnslists = <some blacklists>

  deny 
    dnslists = <some more blacklists>

More usefully, try testing with exim -bh <IP> 

Don't suppose you've changed the config file and forgot to HUP the daemon ?
(sorry if this is obvious)
