The only benefit is not based on availability stuff.  It's because of broken 
senders who freak out if they can't connect to the
primary.  However, someone else posted that there is a popular MTA that will 
stick with a secondary MX once it falls back to it.
 In that case, the 4xx secondary is a loser.
