What is your "trusted" list?
Do you do some sender verification, only performed for authenticated
users?

Did you test "exim_checkaccess" (should be installed along with your
eximversion). Or - if you're using callouts, my "exiacl" could be of
some help. This you'll find at https://svn.schlittermann.de/pub/exiacl/trunk.
