I tried the following:
/usr/sbin/exim_tidydb /var/spool/exim.in retry > /dev/null
/usr/sbin/exim_tidydb /var/spool/exim4 retry > /dev/null
Neither command fixed things, so I moved the db/retry files to /tmp, restarted
and that fixed things
From what I found on the subject that fix is frowned upon, but I couldn't find
another way to get past the issue.

and a couple of follow-up fixes.
Are you in a position to try building from git head and seeing if that
resolves the issue for you?
