Mike,

I'd recommend the branch of International Bank Moscow on Bolshya Nikitskaya.
I walked in there recently and opened an Account with them and it was all
done in less than half an hour. I got a debit card from them a couple of
days later. You'll need the usual stuff with you - Passport / Registration.

They have some staff there that speak English as well and I found them much
better and more helpful than, say, CitiBank. I have no idea about the second
question but I'm sure they could anser it for you.
