Dear Alla, and others,

Our attorney who handles visa issues called the Russian embassy in Helsinki
several times this week and they said that there were two days when they
refused applications pending instructions on what to do with the new law.
Now they say they are accepting applications from Americans and Brits at
least (we didn't ask about other nationalities) but there is a 20 day
waiting period for Americans and 10 days for Brits.  This was per a phone
call yesterday. 

We don't know what to do about the 90-180 day thing either, but per our
understanding either the consulates who issue the visa or the border guards
where you enter will be putting a stamp in your passport stating the date by
which you have to leave, and only then will you know for sure when your
welcome is exhausted.
