Easy answer – no
 
If you’re using Microsoft then there isn’t any easy way of changing the
language of the menus etc. You can get a copy of XP in China for about $30
so making the languages inter-changeable would flood the market with those
copies (perfectly legally). 
 
I bought a new laptop here and reinstalled an English copy of Windows. 
 
Alternatively you can get a free copy of Ubuntu (HYPERLINK
"http://www.ubuntu.com/"http://www.ubuntu.com) and put that on there. I do
that with another machine of mine. You can request a free disk through their
website and try it out (you just boot off the disk, no need to install) –
it’s actually pretty good now and works as a good substitute for Windows. 
 
One obvious advantage though to buying a Russian laptop is having Cyrillic
alternatives on the keys. If you need to learn/write in Russian it’s much
harder with an English-only keyboard.
