This isn't exactly tit for tat. A Russian national can get a year-long US
multiple-entry visa for $100 and immediately upon approval of a 1 yr. visa,
can pay an additional $100 to make it a 2 yr. visa. Also, when renewing
their visa, if it hasn't been over a year since the last US visa in their
passport has expired, they can apply without an interview. I know the
process isn't easy with the interview and all, but it's completely
manageable, as I've had a lot of friends and business associates fly back
home with me over the years.
