I do this a lot. I have an American student working with us right now and have had others in the past. The Russian Embassy will not process any visa application more than one month before the intended arrival date, so you would have to deal with visa applications in the Spring one month before his/her arrival to Russia. Russian visas are given at any Russian Embassy or Consulate, regardless of where the individual is located. You need to keep in mind, however, that if the individual is Canadian, then there is a 21-day processing for any visa. This is because the Canadian Embassy here in Moscow processes visas for 1-2 months for Canadian citizens (as of June 1, 2008) and is simply an answer to the Canadians.
