A letter not gonna do any good. And nothing will be accomplished by
re-applying.

Ideally, you'd have to give it a few months, then try again.

Just my two cents,

"When you are a little bit older and have more passion for Russia" !!!

What a shithead! If I were you, I would write a passionately irate letter to
the U.S. ambassador.

Consulate I was denied a visa because I do not have enough ties with Russia .
I had the following supporting documents with me: my old passport with an
exchange student
American visa and a Schengen tourist visa, letter of invitation from my friends
saying they would be covering all my expenses, copy of my tickets, letter from
my boss, car
documents etc; unfortunately, the Consulate employee who was interviewing me
did not look at any of those documents except for my new passport and visa
application form.
When I asked if I could reapply the answer was when you are a little bit older
and have more passion for Russia .
