Anyone can buy a flat in Russia, but why via the employee? If it were my  
company I would just buy them in the name of the company (even a foreign firm  
can buy). This contract between the employee and the company will not be any  
good if the employee just wants to sell the flat and run off. As well, the  
employee would have a tax obligation on the money he receives in Russia into 
his  
personal account if he is a resident more than 183 days. Hire an expert for  
this one, if not done right it could be a one way  investment never to be  
removed from Russia legally. Or very problematic in terms of ownership transfer 
 
when employees leave the employer.
