Skype do offer very good packages (about 11 Euros per month for free World
Calling + 3 inward bound numbers) but as you have probably discovered they
do not yet offer Russia. They have recently added the ability to call out
free to Moscow and St. Petersberg in their "skype-out" packages so hopefully
full Russia coverage is coming soon.

In the meantime you may want to check out http://www.didww.com. They can
provide you with a Moscow -495 or -499 number for around $30 setup +
$50/month. This number can be directed to a Skype account with their online
panel.

We set up a "support" account at Skype and then had the Russian, London and
US numbers all directed towards it. Several of us in the office have this
"support" account on our PCs as well as our own personal Skype accounts (see
this guide to running 2 instances on Skype -
http://forum.skype.com/lofiversion/index.php/t28830.html). That gives our
clients in these areas a local rate number to talk to us.

Voice quality is very good but mostly depends on your internet line and how
many people are using it - our 6MB line is very good but we had an OK
service on a 2 MB line before that with 6+ ppl.
