I have used a UK Skype number for a couple of years whilst travelling, and for the past year whilst in Moscow.
I have only ever had a problem with quality when I've had a slow speed connection, generally I find it works as a very convenient solution - especially as it can be forwarded to mobile. Plus having an integrated voicemail makes life easier.
