Hi expats, Anyone know whether Americans (or other foreigners) can get business visas at Russian consulates in Kiev or Helsinki, i.e. countries where you are not a citizen? I know that you used to be able to, but I've heard that it may not be possible these days without a residency/work permit in one of those countries. But then others say you still can do it. Anyone pretty sure one way or the other???
