As far as I know, US citizens can apply for a Russian visa only in the United 
States of America, unless they have a residency permit (or visa for 90 days or 
more) in a third country.  In the latter case, the citizen can apply for the 
visa either in the United states of America or in the third country for which 
he/she has a residency permit for 90 days or longer.  There are no other 
options.
