He can get a visa at any Russian Consulate in Ukraine. It takes 3-4 days. The 
closest location to Moscow is Odessa, which takes 23 hours by train.

Dear Expats,

A good friend of mine is having problems obtaining a visa for Russia. He is a 
US citizen but he is currently In France and the Russian consular authorities 
have denied him a turist visa on the grounds that he is not a resident of 
France, and he is being asked to fly back to the States and obtain the visa 
there. The question is: is it possible to obtain a Russian visa in any other 
country closer to Russia, such as Ukraine? Does anyone know how long this would 
take? He needs to be in Moscow on July 16th to perform in a concert (he is a 
very talented musician), and he is performing in Europe prior to that. Any help 
would be most appreciated.
