1. Go the the US Embassy and get a new passport. It takes about one week.
2. Have the embassy cancel the old passport by punching two holes through the 
front cover AND having them stamp “CANCELLED” on the inside.
3. Have the organization that invited you process a request to the FMS to 
cancel your existing visa and issue a new one, which will be put in your new 
passport. You need to submit the old passport, the new passport, copies of your 
registration and migration cards, and pay 1000 rubles of ‘GosPoshlina’ through 
SberBank.
You do not have to leave the country. The process at FMS takes up to 2 weeks. 
The new visa has a new number, but the start and end dates will be the same as 
on the old visa.
I just did this myself a few weeks ago. The FMS will NOT issue a new visa if 
the old passport is not cancelled exactly as stated above, notwithstanding the 
fact that the US Embassy does not require that an old passport be cancelled if 
less than two year are remaining until its expiration.
If your passport has been lost or stolen, then replaced with a new one, and 
then found – the same process applies. If you cannot, for any reason, submit 
the old passport and the new passport when requesting a replacement visa, then 
you will only be given an exit visa and you must soon leave the country in 
order to have a new visa issued.
