If you wire more than 15,000 USD to your Russian Citibank account, their "Moscow Compliance Department" can freeze your account and make you prove the source of your funds.
This is hell and I hope nobody ever has to deal with them. I had the "pleasure" of dealing with these guys for 6 months before I got the 110,000 USD released.
