Onlime.ru has several. The default soundtrack is in Russian, but you can switch
to the original English soundtrack.

Subject: Expat List Kids' TV in English in Russia?
Hi all,
Looking into kids' TV channels in English in Russia - be they broadcast via the
net, satellite or some 'regular' TV service.
Might anyone be able to recommend any?
NTV+, Beeline and MTS all seem to offer only kids' programs in Russian. Having
trouble finding anything offering specifically stuff in English...
