Hello Steve,
You can easily make a firewall out of the box using Linuxconf firewalling
module. It uses ipchains.
Or you could look at kfirewall, a new version is on Freshmeat.
As for giving access to some user at some specified time, I never found
anything that does the job. If someone knows better, I want to know about
it!
