Have a look at "http://rlz.ne.mediaone.net/linux/firewall/"
(if you havn't already). While it's not exactly what you want, it
does help with the various things you can do with ipfwadm/ipchains.
For web based administration, check out "http://www.webmin.com"
(not webmin.org - for some reason that appears to be owned by
m$soft).
To restrict users by time you could have two firewall scripts that
are moved to and fro using crontab. (?) Just an idea.
