56k modems can only theoretically receive at 56k.  due to the last few
thousand feet of wire being analog signal only from your telephone office
to your house, actual speeds will be around 31,200 to 43,000.  

  to transmit 56k signals, you must have digital modems at the 56k
transmit end.   This requires at least ISDN service.
