I had the same problem. The fix is:
1. Using the print tool app, check where your default spool directory is.
It should be /var/spool/lpr
2. Put this path in the [Printers] section, not the default var/spool/samba
3. Finally, check the the var/spool/lpr directory has global write
permission on it. If you don't, you'll get an error message back from
Windows, and it will mark the device offline.
