Look in /etc/inetd.conf   it should be the last entry.  Comment it
out.

As for it running, look in /etc/rc.d/init.d  and you ought to
see linuxconf in there.  Rename it to linuxconf.bak or something
like that so it does not start.  On the next reboot, it will
not run.  You can stop it before the next reboot with this
command (use the right name if you changed it):

prompt# /etc/rc.d/init.d/linuxconf stop

Since linuxconf runs under inetd, (tcpwrappers), you can get some
extra security by limiting its availability in /etc/hosts.allow
and /etc/hosts.deny.

In my case, I just removed the whole thing.  It does not work
too well.  Changes things on its own.
