sure. The problem is that you are not allowed to access the raw-scsi
device as user. Possible solutions:

1) suid sane. I suppose this would work, but having SUID root programs is  
a bad thing (TM)... Don't do it.

2) find out which raw-scsi device does your scanner is attached to, and
change its permission bits so that you are allowed to rw. Better yet, make
it rw for "scanner" group, and add yourself to the group.

3) In my opinion the "cleanest" way to use scanner is by using the
"saned". In order to avoid running the daemon as root, change the
permission of the "scanner" scsi device to rw for "scanner" group, and let
the saned run as "nobody.scanner" or so... See man saned for details.
If you decide to run saned, make sure to allow the acces to saned only
by those hosts you really want to by setting the
appropriate policies in hosts.allow/hosts.deny.
