Chances are you need to specify a proxy to your ftp client. DNS lookups
are working, http requests go through the firewall because of the proxying
you mentioned. That suggests ftp is proxied also.
Swipe the proxy setup from a corretly working browser. You probably now
know more about this subject than your IT people.
