[expert] Mandrake 7

Well Mandrake 7 has finally arrived here where I call home.
Can anyone tell me if the extra CDs in the Deluxe package, the ones
with all the extra software are in RPM format, or are they just the
usual
Sunsite archives?
Second question, is it best to do a fresh install or can one get away
with
upgrading from 6.1?
