I tried just that (on one machine where I had the problem)
and it definitely works !!! Problem solved (or rather bypassed)
but it would be nice to find the cause ...
Perhaps some difference in the ppp configuration files
packaged and installed with the 7.0 rpm ???

As to "Netscape not uploading any page" I'm not sure at all
that it is ppp's fault: I seem to notice that DNS queries
take a very long time to answer, _just after_ session startup.
After a while (one or two minutes), is seems to return to normal.
I know that DNS is involved because if I ask something by 
numerical address, it replies at once.
(as you may guess, I don't have my own DNS server, it's my ISP's).
